Timeline notes for this account, returned alongside history: record WHEN you changed metadata ("shipped new subtitle for US"), launched a campaign, or saw a review spike, so later rank movement reads as before/after instead of noise. action=add stores a note (<= 500 chars) with optional appId/country scope and an optional backdated at timestamp; action=list reads notes back (appId/country/since filters; account-wide notes always included); action=remove deletes one by id. Cap 1000 notes per account.
